Europarlamentaarikko Miapetra Kumpula-Natri ihmettelee Yhdysvaltain presidentin päätöstä jäädyttää asiantuntijoiden ja erityisosaajien viisumit vuoden loppuun.
– Vaikka yhteistyö ei monenvälisissä toimissa, kuten Pariisin ilmastosopimuksessa, ole viime aikoina onnistunut EU:n haluamalla tavalla, Yhdysvallat on EU:lle yhä tärkein yksittäinen kumppani. On päivänselvää, kuinka tiivistä Atlantin ylittävä yhteistyö on esimerkiksi kaupan, tieteen, koulutuksen ja kulttuurin saralla.
– Valkoisen talon tuorein päätös viisumien jäädyttämisestä murentaa entisestään Euroopan ja USA:n vastavuoroisuutta. En pidä päätöstä lainkaan järkevänä. Jäädytys heikentää globaalin talouden toipumista ja maailman yhteisiä ponnisteluja esimerkiksi koronarokotteen ja terveystutkimuksen saralla. Nyt kun yhteisiä ponnisteluja erityisesti kaivattaisiin, vaikuttaa ainoastaan siltä, että presidentti Trump pyrkii paikkamaan omia epäonnistumisiaan koronakriisin hoidossa sysäämällä vastuuta rajojen ulkopuolelle. Viisumipäätöstä on arvosteltu kongressin molempien puolueryhmien parista.

Miapetra Kumpula-Natri toimii Euroopan parlamentin Yhdysvaltain -valtuuskunnan varapuheenjohtajana. Valtuuskunnan puheenjohtajisto on lähestynyt Yhdysvaltain vastinpariaan, kongressia, aiheesta (lue kirje kokonaisuudessaan alta).
– Korostimme kirjeessä, kuinka laajat vaikutukset Valkoisen talon päätöksellä on. Esimerkiksi Yhdysvaltain tiedeyhteisö ei päätöksen jälkeen kykene palkkaamaan eurooppalaisia tutkijoita, eivätkä EU:n ja Yhdysvaltain yhteisrahotteiset tutkimuksetkaan, kuten Horisontti-ohjelma, säilyisi haitalta.
– Päätöksellä on vaikutusta myös suomalaisiin, eivätkä vaikutukset rajoitu vain tutkimusmaailmaan. Myös monien kasvuyrityksien ja USA:n markkinoille tähtäävien toimijoiden asema vaikeutuu. Viisumipäätös estää lisäksi Yhdysvaltalaisissa yrityksissä työskentelevien ulkomaalaisten perheenjäsenien saapumisen maahan, mikä aiheuttaa paljon kiusaa aikana, jolloin lähimmäisten kohtaamisia rankan kevään jälkeen todella tarvitaan.
Kumpula-Natri nostaa esiin vielä, miten Yhdysvaltain päätös synnyttää väkisinkin siirtymää asiantuntijamaailmassa.
– Euroopan unionin olisi järkevää olla hereillä ja aktiivinen. Kun monen erityisosaajan pääsy Yhdysvaltoihin on nyt estymässä, on EU:lla oiva mahdollisuus napata maailman huippuosaajia. Kanada on jo ryhdistäytynyt. Asiantuntijoiden houkuttelu vaatii kuitenkin aktiivista toimintaa, tilaisuuteen olisi tartuttava heti!

Dear Jim, dear Bill,
At this ever so challenging juncture for our economies, our societies and the transatlantic partnership, it has been a pleasure to hold the recent video meetings with you, in our common effort not to let the inability to meet physically prevent us from reinforcing our cooperation. In this spirit of cooperation, we are writing to you to express our concerns regarding the Executive Order announced by President Trump on 22 June 2020, by which he suspended new work visas to the United States.
It is an undisputed fact and a full sovereign right of the United States Administration and Congress to regulate legal migration to the country as they deem fit. As friends and allies, however, we are obliged to flag up to you the potential downsides of these recent measures from an economic, scientific, educational and human point of view. This is particularly true for the H1b visas for skilled workers, and also short-term stay executives and employees of international companies and workers’ spouses.
From now on, the American scientific community and research universities would no longer be able to hire international students and postdoctoral candidates. This would likely handicap important research projects, including ones in the health and medical domain. We trust that you would agree that now is not the time to compromise such endeavours. The measure would also block students and researchers from the European Union, working jointly on EU-US projects under Horizon 2020, the EU’s flagship initiative for innovation.
Critics of the order have also pointed out that it could harm the technological industry, which in turn would actually handicap rather than boost the economic recovery. Such trained and talented legal migrants have always benefited US growth and obstructing the entry of foreign nationals, including Europeans, pushes brains and innovators away from the transatlantic area and makes our companies less competitive.
Blocking the spouses of foreigners employed at US companies would inevitably create family problems too. Overall, at a time where there are palpable tensions at the executive and political level, people-to-people contacts, which are the backbone of our relationship, should not be undermined.
All of us have received messages of apprehension from our own constituents, other European citizens and from companies active on both sides of the Atlantic, asking us to convey these concerns. We have also followed with interest some of the negative reactions to this measure by American universities, many in the US business community, such as the Chamber of Commerce, and more notably, by Members of Congress, including from the President’s own party.
Knowing your personal positions on migration, the economy and on the importance of EU-US cooperation, particularly to help us exit the current health and economic crises, we trust that you are already conscious of the problematic nature of these measures.
We hope you can relay these European concerns to your colleagues on the Hill and continue to encourage the Administration to reconsider. We would also propose that we discuss the issue further during our next working call of the TLD.
